Wu-Tang Clan is the pinnacle of hip-hop. Everything flows from there. Public Enemy is 2nd.
Cee-lo is the best Southern rapper of all time, but that is not saying much. Southern rap generally sucks. Andre3000 is next and then Scarface.
Killer Mike is a great storyteller.
I enjoyed Lil Jon, but I may have been listening to him ironically.

Cee-Lo is a mediocre rapper and southern rap is great. Big Boi is also a better rapper than Andre, though maybe not a better music maker. Scarface and Geto Boys are great though.
