No. He was a third guitar player (along with Jones and Strummer). And actually, I think Levene is the one who was instrumental in getting Strummer into the band(away from Strummer’s pub-rock band The 101er’s). This was even before The Clash had their first drummer–Terry Chimes.

There’s a really interesting book by Phil Strongman called Metal Box: stories from John Lydon’s PIL, which came out a couple of years ago. There’s some real interesting stuff in it. If you like PIL I think you’d really like it.
